District 8 Constitution


SCFOA DISTRICT EIGHT 

CONSTITUTION

 

Article I – NAME


This organization shall be known as the SCFOA District 8.



Article II – PURPOSE


The training and development of new football officials in the area known as District Eight as defined in the Constitution of the South Carolina Football Officials Association.



Article III - OFFICERS AND DIRECTORS


The Officers of the association shall be: Director, Assistant Director and Secretary/Treasurer. They shall serve a three year term. The immediate Past Director shall serve as Chairman of the Board of Directors for three years.


There will be a Review Board consisting of the five Position Chiefs; Referee, Umpire, Linesman, Line Judge, and Back Judge. They shall serve a two year term.


The Board of Directors will consist of the Officers, the members of the Review Board and the Chairman.



Article IV – ELECTIONS


The Director, Assistant Director and Secretary/Treasurer shall be elected at the annual meeting in May by the majority vote of the members present.


The five Position Chiefs; Referee, Umpire, Linesman, Line Judge, and Back Judge shall be elected at the annual meeting in May by the majority vote of members present. The Position Chief must be working the position he is elected to represent and must remain in that position during his two year term.


An individual may hold only one office at any given time.


The Referee, Umpire and Back Judge Position Chiefs shall be elected in even number years and the Linesman and Line Judge Position Chief shall be elected in odd number years. 


All terms for elected positions shall commence on January 1 following their election in May.



Article V - BOARD OF DIRECTORS


The Board of Directors shall act in an advisory capacity to the Director and assist him in managing the District’s on going business.


The Review Board shall entertain and cause to be thoroughly investigated written complaints against any member of the association and shall recommend any action it may deem advisable to the Director.


The Board of Directors shall have full power to adopt all regulations to govern its deliberations.


The Board of Directors may formulate and pass the By-Laws as well as the Rules and Regulations of the district. It shall require a two thirds vote of all members of District Eight to overturn an action of the Board of Directors.


The Review Board and the Director shall determine eligibility of any applicant for membership. 


Removal of any Officer or Board Member other than the Director shall require a two thirds vote of the remaining Board Members.


To remove the Director from office shall require a vote at which two-thirds of the District’s Board of Directors vote in favor of the Director’s removal, and; the District’s Chairman of the Board Director’s shall file a complaint before the SCFOA State Review Board and follow the procedures described by the South Carolina Football Officials Association State By-Laws.



Article VI – GENERAL


The Constitution, By-Laws and Rules and Regulations of the South Carolina Football Officials Association, as amended shall be incorporated herein and shall supersede any conflicts with this Constitution.



Article VII - AMENDMENTS TO THE CONSTITUTION


The Constitution may be amended at the annual meeting by an affirmative vote of three-fourths of the votes cast, provided that copies of the amendment shall have been mailed or emailed to each member at least 30 days prior to the annual meeting at which vote is to be taken.
